Gen. (Ret.) Ray McCoy

MG (Ret.) Ray McCoy is a logistics consultant specializing
in Information Technology, with an emphasis on Total Asset
Visibility. He is also a member of the Howland Group’s Board
of Directors. MG McCoy served more than 33 years as a
logistician and acquisition officer in the Army and the
Defense Logistics Agency. He has assumed leadership roles at
all levels, leading up to Commanding General of the Defense
Logistics Agency. His work in Material Management activities
has supported over 90% of U.S. Department of Defense (DOD)
provided logistics support to services valued at more than
$14 billion annually. A recognized pioneer in Business
Process Reengineering, MG McCoy developed the Inventory
Control Point Internal Community Business Unit Organization,
which has become the DOD standard for all ICP’s. This effort
is now a case study used by Harvard Business School on how
to perform business process reengineering and keep the
mission going. MG McCoy started the first Direct Vendor
Delivery capability within DOD using commercial and steel
networks, and he also served as a catalyst for total asset
intransit visibility from Susquehanna to Bosnia in 1995.
